Introduction
The newly established Office of Grants Management (OGM) within the Department of Health Services (DHS) is hiring a Grants Specialist. In collaboration with subject matter experts throughout DHS, OGM provides the agency with centralized grantmaking functions to focus oncustomer service, compliance with federal requirements, and the overall consistency and quality of the grants process.
This position can work remotely up to 5 days per week but requires reporting to the Madison office at 201 E. Washington Ave. occasionally to complete certain tasks such as quarterly in-person OGM staff meetings and onboarding. This position can be headquartered at one of our central or regional offices .

Position Summary As a Grants Specialist, you will be responsible for administration and support of federal and state grant programs within OGM. You will provide technical assistance, compliance oversight, analytical support, and program administration to ensure alignment with Uniform Guidance (2 CFR 200), state statutes, and departmental policies. You will ensure program integrity, support subrecipients, and contribute to OGM's mission of building a transparent and accountable agencywide grants administration process.
In addition, you will contribute to the development and implementation of the department's new agency grant administration system and support improvements to promote consistent and effective grant management agency wide.
Salary Information The starting pay is between $37.00 and $41.00 per hour (approximately between $76,900 and $85,200 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. The position is classified as a Grants Specialist - Advanced and is in pay schedule and range 07/03.
Job Details - All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
- Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided.

Qualifications Minimally qualified applicants will have all the following:
- Experience administering grants, including participating in multiple stages of the grant lifecycle such as developing funding opportunities, executing awards, monitoring, communicating with recipients, or closeout.
- Experience providing training, consultation, or technical assistance to others on grant or contract policies and procedures.
- Experience analyzing financial and programmatic grant data.
Well-qualified applicants will also have one or more of the following:
- Experience interpreting and applying federal or state grant regulations such as Uniform Guidance and internal control standards.
- Experience managing the full grant lifecycle including pre-award, award, and post-award processes (i.e. conducting market research and developing statements of work and cost analyses based on business need, evaluating and scoring a variety of vendors, negotiating legal terms, managing financial oversight, and assessing vendor performance during award closeout).
- Experience developing and implementing policies or procedures related to grants, grant or contract funding, or grant related implementation.
