Position Overview: The Virtual and Hybrid Authorization Manager plays a key role within the Division of Virtual/Hybrid Education, supporting the implementation of the authorization process for full-time virtual and hybrid campuses under Texas Education Code Chapter 30B. This position assists in managing the standard and expedited application processes, ensuring compliance with state policy, and supporting high-quality virtual/hybrid education options for Texas students.

The Virtual and Hybrid Authorization Manager is a critical member of the Virtual/Hybrid education team, performing consultative and technical assistance work related to the Virtual/Hybrid and optional flexible school day program authorization processes. This role supports virtual and hybrid campus authorization, portfolio management, and revocation processes when necessary. The manager will effectively engage internal and external stakeholders to support Virtual and Hybrid education, develop reports, and establish and refine processes. The coordinator analyzes, proposes, and implements ways to improve and streamline the authorization process.

This role requires strong organizational skills, technical aptitude, attention to detail, and the ability to collaborate effectively with internal teams and external stakeholders, including school system leaders.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Virtual/Hybrid Authorization: Support the execution of a rigorous authorization process to ensure high-quality applicants are approved to launch virtual/hybrid campuses in Texas. Partner with the Deputy Director of Virtual/Hybrid Authorization to manage an efficient and effective authorization process.

2. Virtual/Hybrid Portfolio Management: Provide analytical and logistical support managing and gathering data, creating performance summaries for virtual/hybrid campuses and providers, and helping facilitate revocation procedures.

3. Virtual Course List Management: Provide technical support for building and publishing the Virtual Course List on TEA's website, ensuring accurate and timely data. Communicate effectively with school systems to verify and maintain data integrity.

4. Optional Flexible School Day Program: Coordinates the execution of the optional flexible school day application process, ensuring accuracy and timely communication with school systems. Help gather feedback and prepare recommendations to improve the application process for high-quality experiences.

5. Technical Assistance: Coordinates and provides responses to requests from school systems, ESCs, and parents for data and information related to virtual and hybrid education. Create resources and supports school systems interested in pursuing authorization.

Qualifications:

Minimum Qualifications

• Education: Graduation from an accredited four-year college or university

• Experience: At least five (5) years of experience in K-12 virtual or hybrid education, school leadership, or dropout and credit recovery, with at least two of those years specifically in K-12 virtual or hybrid education

• Substitutions: An advanced degree may substitute for two years of required experience

Other Qualifications

• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military

• Knowledge of Texas school law and policy (preferred)

• Previous experience providing consultative support to school and district leaders (preferred)

• Ability to translate business needs into technical requirements and partner with developers, architects, and to build a scalable application (preferred)

• Excellent professional written and communication skills with experience creating and proofing professional written work (preferred)

• An exemplary track record providing administrative/technical assistance with the ability to work well under pressure

• Strong prioritization, time management and organizational skills with capability to manage multiple projects at once and meet deadlines

• Meticulous attention to detail

• Ability to analyze and solve work-related problems

• A strong customer-service mindset with the ability to work both independently and collaboratively to achieve division and agency goals

• A desire to self-reflect, give/receive feedback and continuously improve

• Ability to engage in a collaborative, results-oriented team environment
