Role Overview:
The Pennsylvania Turnpike Commission is seeking a senior Digital Payment Processing Developer to support the UBOS implementation and related enterprise modernization efforts. This role will help design, build, and integrate backend services and technical architectures across SAP, Microsoft Dynamics 365, Azure cloud services, IVR/contact center technologies, web and mobile channels, middleware, and external systems. The ideal candidate brings strong hands-on backend development experience, deep integration expertise, and practical knowledge of modern digital payment solutions in high-volume environments.

Primary Responsibilities:

• Design, develop, and maintain backend services using .NET and Go
• Build and optimize APIs, microservices, and distributed cloud-native systems
• Design resilient integration architectures across SAP, Microsoft Dynamics, Azure, IVR, payment gateways, and external operational systems
• Collaborate with cross-functional teams on CI/CD pipelines and containerized deployments using tools such as Docker and Kubernetes
• Write maintainable, well-tested code and participate in code reviews
• Translate stakeholder requirements into scalable digital payment solutions
• Evaluate payment platforms, APIs, and third-party services
• Implement security controls for data protection, encryption, and fraud prevention
• Support compliance with PCI DSS and other applicable standards and controls
• Optimize transaction speed, latency, reliability, and system performance
• Analyze integration models for high-volume processing and reduce unnecessary data replication
• Document technical designs, diagrams, test plans, test scripts, impact analyses, lessons learned, and related deliverables in required PTC formats

• Expert-level senior development experience in enterprise integration environments
• Expert-level experience integrating SAP, Microsoft Dynamics, Azure cloud solutions, IVR systems, and external systems in high-volume modernization projects
• Advanced to expert-level experience building and maintaining payment processing applications, including modern digital payment methods
• Intermediate to advanced backend development experience with Go
• Intermediate to advanced backend development experience with .NET
• Strong RESTful API design and decentralized microservices architecture experience
• Experience with Docker and Kubernetes
• Cloud platform experience in Azure, AWS, or GCP
• Strong Git, ADO, and version control workflow experience
• Strong understanding of concurrency, memory management, and performance optimization in Go and .NET
• Experience integrating external systems in transaction-heavy or tolling-related environments
• Strong working knowledge of Microsoft Office 365 tools and Azure DevOps-related tooling

• Experience with Kafka or RabbitMQ
• Experience with Prometheus or Grafana
• Exposure to Terraform or Helm
• Background in DevOps or Site Reliability Engineering
• Prior experience with Pennsylvania Turnpike Commission tolling solutions
• Understanding of tolling standards, regulatory requirements, and operational best practices
• Hands-on IVR system design, development, or optimization experience
• Strong knowledge of Azure government and commercial cloud offerings, including IaaS, PaaS, and SaaS
• Bachelor's degree in Computer Science, Engineering, or a related field; master's degree preferred
• Agile delivery experience using Azure DevOps
• Strong analytical, troubleshooting, and stakeholder communication skills
• Experience with SAP enterprise business solutions and ITIL/ITSM practices
